Robert N. Roop, P.E., CBIE

resume-robert-roopFounder and President Robert Roop oversees all engineering investigations for Lockatong Engineering. A Professional Engineer, he is licensed in New Jersey, Pennsylvania, New York, Massachusetts and Rhode Island. His over five decades’ experience includes several years on professional engineering staffs at firms in the U.S. and overseas before establishing his firm in Stockton, New Jersey, in 2001.

Robert has personally conducted many hundreds of transition studies, reserve studies, property condition and environmental assessments on a wide variety of buildings, as well as many hundreds of residential and building inspections for construction defects, deterioration and faulty maintenance.  He has performed comprehensive environmental investigations and remediation at former industrial sites to allow their use for residential and commercial development.  Currently, Mr. Roop provides construction quality assessments on new construction and has worked as an expert in evaluating warranty claims for construction defects.

Robert earned his bachelor’s in mechanical engineering from Tufts University and his master’s in environmental engineering from Villanova University.  He was among the first group of applicants to be board-certified by the Building Inspection Engineers Certification Institute (BIECI) under a NABIE initiative, which recognizes engineers “who, by reason of experience, competence and high ethical standards, perform building inspections and related functions at superior levels.”

He has conducted applied research and product development in water and wastewater disinfection and was responsible for the development of several advanced chemical feed and analytical instruments widely used in public water systems. As a result, Robert holds several United States patents in water disinfection equipment.

He maintains participatory memberships in several professional organizations.

Tricia L. Romano, P.E., LEED AP

resume-triciaExecutive Officer Tricia Romano is a Professional Engineer licensed in New Jersey and Pennsylvania and an accredited Leadership in Energy and Environmental Design (LEED) professional. She has over 20 years experience specializing in the evaluation, inspection and analysis of building condition assessments, environmental investigations, energy audits and regulatory compliance.

Tricia conducts engineering investigations, which includes evaluating the building’s structure and its mechanical and electrical systems, analyzing site conditions and recommending design improvements. She also conducts regulatory compliance evaluations of various commercial and industrial facilities to provide professional consulting to the facilities to ensure they abide with complex environmental regulations.

She has received the 40-Hour Hazardous Waste Training, OSHA Standard 29 CFR 1910.120 and is a certified NJDEP UST A/B Operator.

She maintains participatory memberships in several professional organizations.  She serves as secretary for the Bucks County branch of NSPE and as Advocacy Chair of the Healthcare Facilities Management Society of New Jersey.

Devon M. Roche, P.E.

Mr. Roche is a Project Engineer at Lockatong Engineering responsible for structural inspections of residential and condominium buildings and investigating structural deficiencies in commercial and industrial buildings. His experience includes new construction and the rehabilitation of concrete, masonry, steel, and wood structures. Other responsibilities include engineering investigations for commercial property condition assessments (PCA), reserve and transition studies, as well as structural building evaluations for condominium associations.

Mr. Roche has over eight years’ experience first of engineering experience with three years as a licensed professional engineer. He is a licensed professional engineer in multiple states: New Jersey, New York, and Pennsylvania. He currently specializes in the inspection, evaluation, and analysis of building condition assessments of single-family and multi-family buildings, as well as commercial office buildings and industrial warehouses.

Youssef Tanzakkine, EIT

Youssef Tanzakkine is a Staff Engineer at Lockatong Engineering responsible for assisting with structural inspections for residential and condominium clients and investigating structural deficiencies in commercial buildings as well. He also assists senior engineers in conducting commercial and multi-family building inspections, investigations, evaluation and repair design, as well as preparing property condition assessments and reserve studies.

Mr. Tanzakkine has over three years’ experience in designing structural drawings for multi-family and mixed-use buildings, including mid-rise wood frame as well as steel and concrete for low-rise and high-rise construction.  He also has experience in producing grading plans, dims plans, utility plans and lighting plans for multi-family buildings.
